Defense contractor involved with product development and manufacturing of various systems for military aerospace and vehicles in the Los Angeles International Airport area. SCOPE 

This position requires a self-directed, highly motivated, and experienced program cost and financial professional to take on the role
of Program Finance and Control, Senior Manager.  Experience working on DOD and U.S. Government contracts is required including
hands-on knowledge and experience with FFP contracts.  Experience with FPI, T&M and Cost-Plus contracting types is a plus. In this
key role, you will lead and manage primarily in support role to the Program Office, program budgeting, cost, and variance reporting,
generating labor name runs, identifying and correcting mischarges, labor reporting, review of subcontract purchase order
accounting and TINA compliance, performance reporting, submission of PBPs and leading the program EAC process.  Submission of
planned cost and planned revenue inputs into SAP is required in support of the month-end financial close process.  Senior Managers
typically are responsible for a major business product line within the company.  Experience using ANSI/EIA-748 Earned Value
Management Systems (EVMS), IPMRs and CCDRs is a plus. 

 

RESPONSIBILITIES 
• Manage and implement Program Finance and Control processes and work instructions in support of a major business
product line; supervise direct and indirect assigned staff. 
• Participate as a key team member in the development and implementation of an integrated set of policy, procedures, and
related processes across the enterprise, primarily focused on supporting the MEC Program Office
• Assist the Program Managers (PMs) in the development of a Program WBS in support of company and customer reporting
requirements. 
• As a key team member in the Proposal/Contract Review BD processes, ensure that the Program Financial requirements are
adequately identified and addressed by PMO and functional organizations. 
• Collaborate with the PMO, Contracts and Business Development organizations in developing a program budget baseline
and developing performing organization budgets for each major program. 
• Directly support the PMO Director’s organization as assigned by providing analysis and assessment of program cost and
financial performance, establish reporting thresholds, creating variance analysis reports, and assisting in identifying
corrective actions
• Support the periodic development and update of major program budget baselines and lead in the development of
Estimate-at- Completions (EACs) in support of the financial reporting requirements. 
• Periodically review program cost charging transactions in accordance with company financial policies and procedures 
• Review project cost transfers, which include project-to-project stock transfers, and mass stock transfers are properly
reflected in the SAP financial cost records. 
• Prepare and support program financial performance reports, cost reports and program financial review presentations to
management in support of the program office as required. 
• When acting as a team leader, encourage and support team members to discuss relevant issues openly with an emphasis
on continuous process improvement and reduced cost of operations. 
• Assist in the development of program finance training materials and provide training as an instructor to program managers
and performing organization personnel as required.  

 

SKILLS / REQUIREMENTS 
• Bachelor’s Degree, Finance/Accounting/Economics
• MBA Degree a plus
• Professional Certification- CMA, EVP, PMP a plus. 
• Must be self-directed, strong communications and team leader skills.
• Experience in the Aerospace and Defense industry, prime or major subcontractor preferred.
• 5-7 years of hands-on Program Finance, Program Control, Program Business Management experience, 3-5 years with MBA
• Past team lead or supervisory program control or program finance experience preferred.
