SCOPE:

 

 

The Procurement Manager for R&D is responsible for managing a team of buyers to source, estimate, negotiate, purchase, and fulfill, on-time, services and materials necessary to support Marvin Engineering’s research and development program teams. The Procurement Manager works within the supply chain function to support multiple cross-functional teams, including engineering, quality, production, and planning as direct internal customers, and the Warfighter as the ultimate customer.

 

The Procurement Manager ensures strict compliance with DFAR/FAR and other federal, state and local laws, orders, and regulations, company policy, and customer contract obligations. This includes the creation and maintenance of appropriate records of compliance. The Procurement Manager is accountable for strategy and tactics for sourcing and supplier management of supplier relationships. Materials under management include, but are not limited to , raw metals, extrusions, castings, simple and complex machining, chemicals, treated and coated metal processing, electronics, wire and wire harness, specialty bolts, hardware, tooling, and subassemblies. The Procurement Manager is responsible for all cost controls, including but no limited to ensuring robust negotiation, complex analysis to determine best value, and contracting. The Procurement Manager should be able to act independently to solve complex problems with a sense of urgency but also team and escalate as appropriate. This position requires substantial procurement experience working with machining suppliers in the aerospace and defense industry. It also requires a person who can work in a fast paced and dynamic R&D environment.

 

The Procurement Manager for R&D is a high visibility role that will frequently engage with top leadership in the company, so robust written and oral presentation skills are required.

 

 

RESPONSIBILITIES

 

 

  • Ensure the effective coaching, management, oversight, review, and compliance of a team of buyers to identify, compete and contract with competent suppliers.
  • Strategically organize and obtain estimates and quotes to support immediate and future program objectives while considering longer term production needs.
  • Ensure buyers develop and deploy sound negotiation strategies and tactics to ensure competition  and achieve program business objectives.
  • Ensure team complies with DFAR/FAR, Work Instructions, MEC Policy, customer contract obligations, confidentiality, and all other rules and regulations.
  • Manage a team of buyers to ensure effective problem-solving, supplier management, and on-time delivery of quality materials.
  • Communicate with internal/external customers and work with functional areas such as Engineering, Manufacturing, Planning and Quality to ensure customer needs are addressed and targets are met.
  • Develop and manage a team using effective KPIs (Key Performance Indicators)
  • Meet regularly with individual and buyer team to effectively, transparently, and proactively coach, develop and manage.
  • Liaison with suppliers and sub-contractors-ensure delivery of material to meet compressed development cycle (negotiate and issue Purchase Orders on critical items).
  • Culture an environment of mutual respect and uncompromising integrity. This includes maintaining the pulse of the team to ensure positive morale and supporting the desired career paths of subordinates as appropriate.
  • Prepare and conduct regular employee performance reviews and supplier review. This includes setting meaningful milestones and frequent engagement between formal reviews to ensure continuous improvement.
  • Ensure the appropriate form, use, and maintenance of RFPs, RFQs, LTAs, NDAs, and other key agreements.
  • Direct appropriate vendor selection and management with a view to minimize purchasing costs without compromising quality or assurance of supply.
  • Lead other Procurement tam managers or subordinate teams in a variety of projects as assigned by the Director or VP of Supply Chain / Procurement.
  • Independently solve or lead a team to solve a wide variety of complex problems with a sense of urgency.
  • Manage to program financial targets.
  • Present to leadership using MS PowerPoint, MS Excel, MS Visio, MS Project, MS Word, and other tools as necessary.

 

 

SKILLS / REQUIREMENTS

 

 

  • B.S. degree and 7+ years of management experience (Minimum of 3 years should be in Aerospace/Defense), 3 years of Complex Project or Program Management Experience.
  • 2 years of SAP experience
  • Very strong analytical  skills, including especially cost and price analysis techniques and the ability to proactively identify and present key trends to leadership.
  • Strong Excel, PowerPoint, Word, Visio, Project and the ability to develop solutions and reports using other tools.
  • Excellent organizational skills.
  • Expert – proactive and independent complex problem-solver
  • Strong experience with sourcing, supplier management and continuous improvement, RFPs and RFQs.
  • Experience with Defense Contract Management Agency (“DCMA”) requirements, FAR/DFAR.
  • Excellent written and verbal communication skills.
  • Willingness to travel up to 10% to domestic suppliers.
  • Other supply chain related duties as required.
  • Ability to read blueprints.
  • Positive Disposition with a “Can-Do” attitude.
