JOB SCOPE:
The Procurement Manager of Central Procurement will be responsible for managing a team of buyers with subject matter expertise in consumables, castings, extrusions, and raw metals. He or she will also drive implementation of long-term agreements across the supply base, including for suppliers providing complex machining. Consequently, robust negotiations and contracts experience is required. This “centralized” procurement team is responsible for supporting multiple “PPTs” (Product Performance Teams – Other decentralized teams of planners, buyers and other program resources that are co-located to support specific product lines). The Procurement Manager is accountable for supplier sourcing, estimating, analyzing, and balance sourcing risks to identify best value for the supply chain. The scope of activities includes sourcing, estimating, buying, compliance, and supplier management, through delivery.
The Procurement Manager will lead various levels of buyers, subject matter experts, and subcontracts specialists. This role requires the ability to independently solve very complex problems and manage team performance. The use of effective KPIs (Key Performance Indicators) will be critical for managing team performance. This person must possess extraordinary cross-team collaboration skills to maintain very clear, proactive and concise communication. Finally, it is important that this candidate have a good understanding of DCMA compliance requirements.
RESPONSIBILITIES:
- Establish robust processes that comply with DCMA, FAR, DFAR, CPSR requirements.
- Identify critical suppliers and establish LTAs where it makes business sense.
- Ensure robust negotiations and best value
- Seek continuous improvements in Work instructions, procedures, and policy.
- Improve process and flow of PRs from Planning into Procurement in a manner that removes waste and ensure predictable performance.
- Improve the process for supplier onboarding, including the assignment of supplier risk and processes for maintaining appropriate risk assignments, related actions for continuous supplier improvement, and mitigation activities.
- Maintain continuous improvement in supplier performance.
- Achieve cost reduction and cost avoidance goals.
- Ensure the appropriate selection, engagement, negotiation, documentation, award of business, contracts, management, escalation, problem resolution, and delivery with complex machining and processing suppliers.
- Establish, monitor, and manage the continuous improvement of the team through the effective use of KPIs by measuring volume metrics, team/individual effectiveness, and team/individual efficiency.
- Manage the effective distribution of work across the team and ensure the backlog of purchase requests meet established targets.
- Ensure robust negotiations and best value with complete machining and processing suppliers.
SKILLS AND REQUIREMENTS:

- Bachelor’s degree and 10 years of experience, including 5 years as a people-manager in a purchasing function. Alternatively, a master’s degree or higher, and 5 years of experience and 3 years as a people manager in a purchasing function.
- Must have experience with purchasing in either Aerospace or Defense.
- Must have SAP experience.
- Must have experience managing teams with KPIs/metrics.
- Must be able to read a blue-print and have a good understanding of makes and types of a variety of common machining equipment, and experience purchasing complex machined goods and related processes.
- Strong evidence of contracts negotiation expertise, including complex negotiations and significant cost savings.
- Excellent coaching skills with examples of success.
- Excellent analytical skills, including cost and price analysis techniques.
- A complex problem-solver with the ability to make timely difficult decisions, sometimes with imperfect data.
- Strong cross-functional collaboration skills.
- Strong Excel, PowerPoint, and Word.
- Strong written and verbal communication skills
